Troms politidistrikt Gr¿nnegata 122 9291 TROMS¯ NORGE Re: Forenklet forelegg (ATK nr. 00.32.31; Dato 16.07.2000; KL 11:41) I am happy to process this case as soon as possible in the form of Forenklet forelegg, and hence I am pleased to sign this Forenklet forelegg stating 6-10 km/h over. However, please note that I sign because I have the followings logic to admit (A-C), but not because the person on the photo is simply similar to me. (I never make a car-trip without guests, and the guest often looks similar to me). I also have questions below. (A) I believe that this incident happened near Finnsnes (right after speed limit changed from 60 km/h to 80 km/h) which is the only place that my conscious of keeping speed limit was a bit weak: I accelerated too much there, and when I noticed it, the speed meter already showed 85 km/s (I of course decelerated immediately). The time must be between 11:30 am and 11:50 am on Sunday because I saw Hurtigruten in the Finnsnes port, and we took a very late lunch at the airport. (B) Since I kept the speed limit all the way in Norway except this event, this event must be the same as the reported violation in the Forenklet forelegg. (C) The difference in speed (85 km/h by speedometer and 88 km/s by speed gun) can be explained by measurement error, because it is well known that these measurements have 2% standard error for constant-velocity object, and the error is enhanced for object being accelerated. The most probable speed was between 6% over (speedometer) and 10 % over (speed gun), i.e., 6-7 km/h over. Therefore, I admit this Forenklet forelegg stating 6-10 km/h over. Two questions: (1) I could not decide if I prefer paying 1000 NOK or spending 3 days in jail because there is no information on the jail. Where is it located? What is the duty of prison in jail? Can I keep my own diary? Are there any medical care or supplement if I get sick because of the jail environment? Can prison meet friends or lawyers? I ask these questions because Oriental jails often lacks these minimum condition for a prison to be a human being. (2) What happens if another Japanese driver (who looks similar to me from Western standard) violates the traffic regulation? I ask this because (A) I do not offer Japanese visitors a short trip unless the visitor is somewhat similar to me (character, hobby, face, etc.), and (B) even worse case, I may have a trip with a Japanese whom I happen to know during the trip, and might go together just because we are similar looking. I have no idea of handling a Forenklet forelegg to me if that is related to such an additional driver (and in particular if the violation happens while I am resting in the back). It is extremely difficult to keep track of these visitors, and in best case I may only have temporally Email addresses of visitors. Sincerely, M. Yamauchi
